Section 22
Redundancies

(1) If the income of the communication establishment decreases or if the manager wants to operate the communication establishment by reducing the investment, he can retire the working journalist from the service by reducing the posts in the same proportion. However, when a working journalist is retired from the service of a communication establishment by reducing the ranks in this way, among the working journalists who have completed one year of continuous service in the same type of work, the one who was appointed last in such work shall be reduced and retired from the service in the order of reduction first.
(2) If there is a reduction in the number of posts according to sub-section (1), the manager shall give the notice including the reasons for doing so to the press registrar and the concerned working journalists three months in advance.
(3) According to sub-section (1) once the post has been reduced, no new post can be created or any working journalist can be appointed under contract within one year.
(4) Contrary to sub-section (3), if a manager appoints a person as a working journalist within that period, the working journalist who has previously been cut down may apply to the concerned manager to be appointed to that communication establishment. According to the application made in this way, the concerned manager will have to appoint such hard-working journalist.
(5) If the manager does not give the appointment according to sub-section (4), such person can complain to the press registrar.
(6) If the complaint under sub-section (5) is found to be meritorious, the press registrar may order the concerned manager to appoint the petitioner. In this way, if there is an order from the press registrar, the relevant manager will have to re-appoint such a person as a working journalist.
(7) The party who is not satisfied with the order given by the Press Registrar in accordance with sub-section (6) may appeal to the relevant High Court within thirty-five days.
